@HollerWV @WVUFLU @Sean_Hornbuckle As I understood it, all contracts still had to be put out for competitive bid and awarded based on lowest cost. But lowest bidder not excluded just because there was an interest by a principal, teacher, service personnel, member, superintendent etc.
