Hopefully not all of this Covid money is spent yet and can be reallocated to upgrading Richmond’s water infrastructure.
We need an airline passengers’ bill of rights. Something to disincentivize the airlines from booking flights and being unable to get people where they want to go in a reasonable amount of time, while claiming “weather” or “mechanical issues.” Some legislation ideas I’m thinking of: Mandatory no-fee rebooking on other airlines: If another airline has a flight that works for you within a couple hours of your cancelled flight, the cancelling airline should rebook you free of charge. Immediate real-time transparency of reasons for cancellations: If there are “mechanical issues” or “weather,” the exact reason and supporting evidence should be provided immediately to the affected passengers. Federal law does prohibit states from regulating airlines’ “prices, routes, and services.” But when a flight is cancelled, these consumer protections don’t relate to prices, routes, or services. They don’t regulate flight price or route, and the airline cancelled the service you hired them to provide. Need critiques and improvements to these ideas, and other solutions that provide reasonable protections for consumers without sacrificing safety or triggering federal preemption.
