@pwcdanica @JeffreyAWillia4 @MarilynCapps11 @VAHouseDems Thank you Danica for your explanation. We had to have that least 51 votes in the House and 21 votes in the Senate to pass the bill and we needed a governor to sign it into law. As I remember that day, it passed only because the Lt. Governor broke the tie and voted in support.
