This is staggering: the GA Dept. of Juvenile Justice has annual turnover as an agency of ~40%. Juvenile correction officers (JCO) have annual turnover of 90% (down from 97%). It costs $5,300 to train JCOs. This is a huge problem. (Beyond obvious commentary, I know.)
