@JVWVU1 @CanterburyTells @WaltAuvil @PhilKabler I understand that the theory behind not requiring residency for Promise (est. before my service in the legislature) was to make sure kids received an education first, job second, if able. If no jobs for them in WV, why punish them by disallowing the Promise?
