@CapitolAdvocate @MarkHolstine @wvhouse @NCEES I understand the intent, but the implications usurp processes that do assure safety of public. The word "intend" is problematic. Anyone can say they "intend on moving" but what evidence is compelled to assure the completion of the move upon issuance of the license?
