The decision to reject the capacity market was made by the PUC ten years ago. Extreme winter temperatures were a known risk. Need to create a hybrid market with energy only and capacity elements with interconnects to other grids. This has been a colossal failure-not acceptable. https://t.co/erlIhR55aC

The power grid will continue to be a problem until we build more uninterruptible generation to deal with extreme weather conditions.
