Ratepayers are paying for the 2021 freeze and the lege did little to incentivize more capacity of E generation. We have been playing Texas Roulette with the grid since 2011. The decision to reject the capacity market was made by the PUC ten years ago. Extreme winter temperatures were a known risk. The power grid will continue to be a problem until we build more uninterruptible generation to deal with extreme weather conditions.
